Work Package Summary

The overall objective is to document this JA implementation using traceable criteria and data and to contribute to accomplishment of JA’s objectives through feedback.

 

Specific objectives of the evaluation, based on the Logic Framework Approach, are as follows:

 

1) To ensure accountability of the EUCanScreen activities by assessing if they were carried out as planned, if the intended products (outputs) were of desired quality, and if intended or planned impacts were made in relation to cancer screening;

 

2) To optimise EUCanScreen implementation by identifying strengths, weaknesses, opportunities, and threats (SWOT), providing systematic support to the EUCanScreen participants, as well as documenting and sharing their learning experiences to answer the overarching question on lessons learned.

T3.1Evaluation plan (EP) and logical
model (LM)
The LM is a meaningful representation of how the program will work in specific conditions, illustrating expected outputs, outcomes, and impacts. The EP outlines the evaluation approach, questions to be addressed, responsibilities, timeframes, and data collection methods for each activity. The EP and LM will be reviewed with the Project Coordinator and other WP leaders, and revised as needed. WP and task leads will be asked to provide Key Performance Indicators. T3.2Evaluation tools (ETs)Based on the EP, evaluation tools (ETs) will be designed to gather information. Process and output indicators will be developed and measured using routine monitoring systems implemented in the project (e.g., meeting minutes and periodic reports). Indicators not readily available from routine WP documentation or pre-release deliverables require surveys and consultations with various participants and stakeholders. The ETs will undergo review by relevant stakeholders. One of the ETs will be a relational database for data monitor and analysis. An expert panel will be set up to assess progress toward the key performance indicators. This task will be led by the UWK, Austria.UWK

T3.3Interim and final evaluationBased on the EP, interim and final evaluations will be conducted as part of monitoring the EUCanScreen implementation and to assess progress towards specific objectives. In case of delays and other implementation challenges, direct consultation with relevant partners and/or stakeholders will be conducted. The subtasks will include data collection plan (3.3.1), SWOT analysis (3.3.2), data collection and cleaning (3.3.3) and monitoring (3.3.4). This task will be led by the UWK, Austria.UWK

T3.4Report of evaluation results to
relevant stakeholders
Reporting activities will be organised as the following subtasks:
3.4.1: the annual monitoring report will describe implemented activities, achieved outputs and evaluated risks;
3.4.2: the interim report will provide assessment of project activities, examine deviations from the work plan, present results achieved thus far and SWOT, and will inform development of recommendations and/or course correction;
3.4.3: the final evaluation report will assess the progress towards objectives and impact of actions implemented thus far considering national and European levels. Conclusions and recommendations on cancer screening will be made.

T3.5Publication of the resultsTo make the results of the project accessible to a wider audience and to bring the public into scientific discourse, a manuscript about EUCanScreen results will be developed and published in a peer-reviewed open access journal.
